One thing I have seen from time to time is:

- someone is working in Windows Explorer using a mouse
- instead of clicking on a folder, they click-and-drag
- the folder ends up getting dragged to a new location, usually as a sub-folder of one adjacent to its original position

Bottom line: check that drive to see if the inetpub folder simply got moved to another location. If that's the case, just move it back.
