I know what you mean. Once when I was in Quebec city, we went to a Chinese restaurant and the Chinese waiter came to our table and spoke French to us. It was obviously perfectly normal, but it really struck me as weird. Of course, I have no idea if he spoke French with a Chinese accent.

There is a DJ on Jazz FM here in Toronto who is amazing with accents (she's also a terrific singer). She was talking one time about when she was growing up in Newfoundland and the teacher who taught French was a Scot. She started speaking French with a Scottish accent, and it was hilarious. She kidded that it was how she learned French. Incredibly talented lady.
