I don't run apps on TS myself but I recall seeing some KB articles:

The above articles imply the issue is Windows 2000 only, and that part of the fix requires creating a new MultiUserEnabled registry value. However, the following KB article implies that key can also be added to Windows Server 2003, at least in some circumstances:

I have an install of Server 2003 R2 (SP2) which does not have this value by default (however I'm not using it for TS).
