Hmmm, I think there is a confusion of terms here.
As I understand, sinking means that the land is sinking due to the movements of intercontinational plates (or whatever they are called in english), the gaining of oil or gas or whatever. IOW, moving downwards.
I think what is meant here that with the rise of the sea because of the climat change the netherlands has to fight the rising water more and more. So the land is not sinking, but the sea is rising.
