If a small country fragmentizes, why should it's "voting power" increase just by splitting into different states ? Why not weigh at least on head count or money being given ? Yes, I know there are non-altruistic reasons for "helping", but just a head count of one represantative of each "nation" is ridicolous as well.

As it is ridiculous inside any federation... all member states are not equal, but should have equal rights and equal treatment. That's why both Texas and Rhode Island are still members of the federation - because a way was found to get both sides represented: people in numbers, and people in states.
