Most times, if something could not occur to me, I generally don't rush out and make sure of doing something about it.

I agree with your sentiment, but I think what they knew was the tyranny of a dictatorship. They knew they had to construct the new government so that it specifically allowed people to be able to protect themselves. The well knew that a powerful government was not necessarily a good thing.
