A while back I recall seeing this if the jpg is 24- or 32-bit colour, and the display is set lower than that (say, 16-bit [so-called "high colour"]). However, if you're on Vista then your hardware is likely pretty new and this probably isn't the problem.
I've also seen this on apps run through Terminal Server. To keep bandwidth requirements down, by default a TS session is only 16-bit colour. You can set it higher but you have to go into the client options and specifically choose that. You may also have to enable 24- or 32-bit-colour session support on the host computer or Terminal Server.
Another possibility is that the jpg is not completely "standard" as expected by VFP. As a test, maybe you could open it in MS Paint, and re-save it (to a different name) as a .jpg within Paint, then try again with that image.
