I'd look into the .pjm file, and whether the vault client is the same version everywhere and whether it's registered as the SCC provider. Also, the name of the .pjm file should be the same as the name of the directory and the name of the virtual directory inside the Vault repository (at least that's how I got it to work temporarily, but then I was quite happy to give up integration when I had to reinstall Windows on my machine).
