The god guy may have something to do with that, but I'd rather think that the decrease in the number of foreign postgraduates has more to do with the treatment they get when applying for visas. They are largely treated like potential terrorists first, candidate geniuses maybe later.

This country has thrived on the brain drain from the rest of the world since its inception, but specially during the cold war. Now it seems to have managed to turn the tide.
