I have no idea why they might say that, but that won't keep me from speculating ;-) The one benefit of it being in a function is that you can then use the results in another cursor (w/o doing things like creating a temporary table and/or cursor and inserting the results from the stored proc into it). I couldn't imagine this being the default method, though. Other than that, who knows...
