Some are available to anyone. Those are mostly the ones where the kids has to write an essay or something.

Most are available to those who belong to a specific group, whether that's based on heritage, religion, skills, interests, affiliations, etc. In general, they're given by organizations of members of those groups.

Surely you can see there's a difference between offering a scholarship to kids of, say, Italian Catholic heritage (like this one: http://www.icf.org/scholarships.html) or for students planning to study civil engineering (these: http://content.asce.org/student/scholarships.html) and offering a scholarship to everyone except [fill in your favorite minority or minorities].

If you want to find college money for your kids (and I have no idea whether they're that age or about to be), you have to figure out which groups you and they belong to by birth or choice. I had no trouble finding listings of scholarships for students from an Italian heritage to get the example above. Okay, and another search brought me to http://www.fastweb.com/, which is a scholarship search site, where a kid can enter his characteristics, interests, etc., and get a list of available scholarships. ISTR looking at it when my oldest was going off to school (but he didn't have the ambition to actually apply for them, so didn't get any).
