I watched the same steps taken here in the U.S. by the non-appropriated fund government. It definitely works and both parties, believe it or not, 'sort-of' win. (or at least they can claim they did) The supervisor gets rid of the unwanted employee and the employee gets compensation. The problem is, it costs the government (hence the people) an awful lot to get rid of that employee...
