I tried to reproduce my approach from last week and changed my exe the same way as I think I did the first time, but now it only gives the same reaction as you describe it in your post. It's really weird... I then changed the positions of the preview and builder app including paths and also setting an explicit path to the frx but the preview app isn't able to find the frx anymore.

A direct call of the preview from within the exe is doing fine, so it seems to be a problem within the reportbuilder itself. Perhaps looking into the sources of the reportbuilder project might help, but I don't have the time now for further research. Sorry :-(
