Hey Tommy,
We had something similar happen with a client recently and it ended up being the server and the way it allocated resources. They had it setup for everyone to be using the same session and once they put each workstation/connection in it's own session, things ran great. Just something to consider. Not sure of the technical aspects of this, but someone like Al would likely know.
