Because there are several IPLs available.

Until know I haven't seen any Intermec without build-in IPL. But I just looked at the intermec homepage and there are indeed some smaller printers, that I haven't seen 'til now (our customers usually use PD4 and higher). And as the bigger ones have a special IPL notice, the PC4 doesn't. So, your assume might be correct... ;-)
