I installed it, and then had to uninstall because I had to reinstall windows (yes, couple of months have passed already), and IE4 asked to be uninstalled prior to that. Then I reinstalled W95 but didn't reinstall IE4, but I still have the HtmlHelp, it only doesn't react on Help command from VFP6. But if I click on a .chm file, the hh.exe runs fine.
