It is Russian (sort of - well, Georgian anyway). Originally it was Popov. My dad was born in Saskatchewan, but the community spoke pretty much only Russian. When he moved away from home, as far as he was concerned, 'w' was pronounced as 'v', so he always wrote it as Popow. Eventually, the pronunciation evolved from Popov to Popow - why, I'm not sure, but I've always known it to be pronounced as explained above. My mother does not go by Popowa. If it had remained Popov, perhaps she would be Popova, but we'll never know.
