Though it wasn't, it was just an excuse to cover the actual arrogance. Which does exist, and occurs every time the country does something asymmetrical, something that they'd be deeply offended if another country did to them. Whenever they do something not because it's right, but because they can. And they get away with it just because they can, for now.
