>Actually this is the fallacy of reporters' language, where they're trying to zip as much info into the sentence as possible, and so use adjectives and other constructs as a vehicle... most often forgetting why. It becomes a habit, and is done without any thinking - and you get sentences like this. The guy who wrote this had gambling in mind, is quite used to be paid by the number of words, so an extra word here and there won't hurt, as long as it's not something that would attract the editor's axe.
