One way I can think of is to have the table containing the bill serial number ordered by that field. When saving the record, go to the last record, attempt to lock it, increment the number and save the new record, then release the record lock.

I had read an article relating to this on the MSDN site and unfortunately can't locate it a present. Would somebody kindly point me to that article or any similiar articles on how to implement this.
