You can still get Dell machines (at least desktops) with XP preinstalled.

If you visit the Dell site, you can customize any given machine, e.g. Vostro. For "Operating System" you can select "Genuine Windows Vista® Business to XP Pro Downgrade Rights".

What this gets you is a license for Vista Business, which includes downgrade rights to XP Pro. The thing is, Dell preinstalls XP, not Vista - you don't have to do anything special. If, later on, you want to switch to Vista Business, you're already licensed to do so.
