The video below on the arrests is confusing. The mother of one teen states that every child is not in a gang just because they have dreads, baggy jeans, and tatoos (she is correct). However, giving tattos to anyone under the age of 18 is illegal and a serious offense for the tatoo parlor - how did they get the tatoos? Tattoo parlors will be shutdown if caught giving tatoos to anyone under 18...I thought it was a felony (I know someone who owns a tatoo parlor).
