I tend to agree with Tamar. I don't think buyers, builders, real estate brokers, mortgage brokers, or banks considered government bail outs in their considerations. It may have been a factor for the bond-rating agencies and mortgage insurance companies. I think every player in the chain thought they could take their slice and pass on the risk to the next player with no consquences.
