Yes, I noticed this as well. Give me a sec., I discussed this a little while on this site. The time is in UTC format.

Wow, this turned to be much harder to find. I forgot who I discussed this problem with and I scanned through all my responses in .NET and could not find this thread.

Give me a bit more time.
