Maybe they get searched more frequently? They may use as much as anyone else, but get caught more often.
I've observed the procedure, the cops were searching the van, then the pockets of the two guys and a girl, then let the girl go, then searched the van again. The two guys were handcuffed and sitting on the pavement. Then the cops just let them go. The part I observed took maybe twenty minutes. I don't know how regular this is.
