Is there any way to:

a) keep from having to click into a help topic window before a mouse wheel roll will actually scroll the window?

b) keep the mouse wheel from seemingly randomly change scroll directions? 99.99% of all software I use follows the convention that a wheel roll from the front to the back of the wheel = window scroll down = page down... in several places VS refuses to follow this adopted standard and treats it as scroll up
