I had a very similar problem once also. I messed around so long I got very frustrated and finally ended up creating a blank solution and and new projects and then added my individual pieces back to each project. It fixed the problem, but if you come up with a different fix I would be interested in knowing what it was.

I wonder if there is information stored in the solution or project somewhere we can't see.
