There's a lot of truth to this. IMO the UN is a leading example of a disconnect between authority and responsibility. They think they have the authority to tell sovereign nations what to do, but they don't want to take responsibility for seeing their decrees through. I believe in some cases the UN is even legally or constitutionally prevented from following through - and you know what, there are a *lot* of people at the UN who shed no tears over that.

A friend of mine took a nebulous, touchy-feely internship at the UN as her first "job" out of high school. If she hadn't been actively involved in her mother's small business in increasingly responsible positions since the age of 14, I would have been quite worried. But if she were some naif with no prior job experience? < shudder >

The world is chock-full of people and organizations that want authority without responsibility. I consider it a critical life skill, to be able to evaluate the balance between authority and responsibility, and make sure it's appropriate. Employer-employee, government-taxpayer, ... the list goes on and on. Everyone these days talks about sustainability - well, an imbalance between authority and responsibility is not sustainable, it's a quick, effective way to measure many types of relationships.
