I agree the U.S. has a part in it, but even more so other countries. Look at all of the proprosed resolutions and sanctions and then look at the voting and as Ryan pointed out, the security council. Still, resolutions do nothing and accomplish nothing if they are not at least a few times followed up by enforcement.
