I seriously doubt the problem can be fixed unless they can find a way to do away with the security council and make decisions by a normal vote or some similar structure. Of course that won't happen because the security council will veto their own demise. It's a no win situation insofar as fixing it.

The UN is good at sabre rattling, but not much good at actually doing the job.
