check the place where your report generator is located. Tools / Options / File Locations should list it under "Menu Builder".
I f this is empty check registry for an entry.
If one of the above gives a file check if the file exists. If not existent, use the files HOME()+"VFP\Tools\xsource" to recreate your menu builder. If existent do the same, temporarly redirect Menu Bilder to it and check what happens.
If there isn no file defined, set the Menu Builder to the file that ships with vfp (HOME()+'Genmenu.prg'')
