That depends on the browser configuration and how the browser was written. In IE that's Tools > Internet Options > Tabs (Settings) > Open Links from other programs in. Older browser always re-used the existing windows, I think, even FireFox 1 did it. About the only thing you can try in your code is to wait some time between the two links to give the browser time to fully load the first page. You could also create your own HTML page that uses JavaScript to load the other two pages, but that might fail in some configurations due to the popup blocker.
