Why don't you have a smallform class, with maximum width and height properties set so, and some code to check that they don't grow. You may need a class if there are any other forms that may need to run in that environment - probably not too heavy, maybe just a couple of methods that would be different from normal forms, plus a few properties (font sizes, perhaps?).

Because, if you set the design area size, it's for all of your forms in all of your projects. So any other form you open, you won't be able to see without lots of scrolling - and would still be able to make as big as you want.
