The help for BINDEVENT() Function states, that "certain events such as When and Valid require code in the event for it to occur" but it doesn't provide complete list of such events. The Error(), Destroy() , Init() and Unload() events fall in this category. Even a comment in such event will allow bound event handler to fire.
