I see what you are seeing with my older help files:
set help to xyz.hlp
help
And it brings up a dialog with Index and Find pages
A newer hlp file I built brings up the Dialog with Contents, Index, Find pages.
set topic to "contents"
help
launches help to the contents page.
set topic id to 0
help
brings up the dialog instead of going to the Contents topic
set topic id to 1
help
brings up the proper topic with ContextID of 1
I think all this may depend on whether the help file was built for Win16 or Win32.
