Being a programmer, I prefer curing the causes... but then you may be right, most of it may as well be beyond our reach, either legally, or as being completely undocumented (damn immigrants) or just requiring too much time to fix. In each of these cases, the cure would be worse than the disease, so we're better off worse on leaving it as is.

Hmm... "worse on" doesn't work either. How does one express "less bad" in a similar fashion?
