I strongly second Craig's recommendation -- consider using MapPoint. I've been using it for several years now in many of my apps as a GIS provider through the COM layer, I've given several user group talks on interfacing MapPoint with VFP, and I have some code which might help you do exactly what you're looking for. I also have access to some other mapping technology that might work for you, depending on exactly what you need to accomplish.
