By opening the local table as Exclusive rather than Shared, I cut the processing time from nearly 10 minutes to just under 5 minutes. The process doesn't need to have the table shared, so I'm happy enough with that as it's only 30 seconds slower than VFP 8.0.

What I will be doing is going back to VFP 8.0 with the changes to see if it's quicker than before the changes, but I'd like to know why the Shared is now slower than Exclusive.
