The system requirement for Windows is 800x600. Anything less doesn't make sense. The required resolution depends a bit on the environment you're working in. For office application it's 1024x768. Even people will eyesight problem can usually see at these resolutions with a large monitor and the tools provided by Windows. If your application is used where older computers cannot be replaced, though, you might need 800x600.
