Yes, even on a cloudy day there is power generated, but it is less than on a sunny day.
Yes, the energy can be stored in batteries.

My 9 panels feed into six 12 volt marine batteries. You can use the batteries twelve volts to run a 12 volt system or feed the 12 volts into
an inverter which will boost the battery voltage to 110 volt house current.
