>Okay, this is kind of stupid. Loaded the new Chrome web browser. Somehow I got the top of the window above the top of the screen while not in full screen mode. Now I can't get it down. I can maximize it, but if I do the minimize, I get a small window of it, but the title bar across the top is out of reach above the screen, and to maximize it again I have to right click on the start bar. That menu has a move and resize, but don't know how to "move" the window lower.

Alt-Space will give you access to a "system menu". From there, you should be able to select "Move", and move the wndow with the keyboard.
