>Okay, this is kind of stupid. Loaded the new Chrome web browser. Somehow I got the top of the window above the top of the screen while not in full screen mode. Now I can't get it down. I can maximize it, but if I do the minimize, I get a small window of it, but the title bar across the top is out of reach above the screen, and to maximize it again I have to right click on the start bar. That menu has a move and resize, but don't know how to "move" the window lower.

When you click on Move from the menu on the taskbar, you should see a quadruple arrow. Use your arrow keys to cause the window to move, or you can just click anywhere on screen and drag with your mouse to move the window.
