For a specific table, you might create a form that shows critical fields, and TextBoxes where the user can type values for those fields.

The framework I used, Visual Extend, has a generic solution for that - showing fields that appear in the Grid. The user can select fields, type corresponding values, and a condition (greater than, contains ($ operator), equal, etc.). However, I guess it is quite complicated to write such a generic form (and then set a corresponding filter). I didn't do it; I used the one that came with my framework. Note that this was a generic form, that simply put a filter on the previously-selected form.

For specific reports, I usually include options for specific fields - similar to my first suggestion above.
