That's the difference, I suppose, between a
statesman statesperson and a politician. The former would know that those wars
against on words make no sense... specially a war which is somehow on heroin, crack cocaine and crystal meth at the same time - a complete loony of a war. The latter, however, thinks it's a great idea, it's a perfect tool, grab its handle and you get to twist the Constitution, you get to spy on your people, you get to award huge business deals to your family, friends and allies, you get to brand your local political enemies as traitors, you get to choose which laws to uphold and to write the comments below them as if on a blog... a politician's wet dream.
