It is the same article. Don't know why the other link didn't work for everybody... it seems to belong to a Russian dissident newspaper - they have posted praise to themselves, coming from Foxnews and a few others. Maybe their host is also hosting spammers or something, so their IP range may be blacklisted in some areas.
