Then again, another approach to this might be - Cuba adopts democracy, while repudiating Communism as the failure it is. Otherwise, if Communism were a success, people would have what they needed, and wouldn't need anything from such a terrible country as the US.

Of course, if we did sell anything to Cuba, they would use if for the ruling class and tell the people to "eat cake".
