It is used as a bargaining chip. You take diplomatic talks as far as you can and while the talks are going on, you ensure the other side knows that
all options are on the table
in case diplomacy doesn't work. It gives the other side a little more incentive to settle things through diplomacy...
I'm sure if Kuwait had it on the table, Saddam never would have invaded...
