Let's see... another country could send the guys to arrest PotUS because he took back the deal he made once; can be done now. Another country sending its non-existent agency which wasn't here and arresting at will because some guys here are suspects of terrorist acts committed against that country's military representatives in third countries - can be done now. Best of all, the US has WMD (proven to have, proven to have a record of usage, proven to be a threat to other countries), so any country can rightfully claim it has the right to execute a preemptive strike.
