Ok, turned out that we need to re-write out relation. Instead of checking primary address for a person we needed to check primary address for household. So, I added new relation for Entity, deleted the existing for People and made a copy of my current report and added a where condition People.cID != Addr.cID. I found 4 records that are active but have primary address not for a primary person record.
If it's not broken, fix it until it is.
