What are you talking about now? When and where did I see the article 'already'? I clicked on the url you posted and read it a few minutes ago. I assume the article is accurate, but I have no first hand knowledge of it. What is it that is so hard to understand?

Will that help me to haggle the price down at the gas stations here in Toronto? Or do you think that whenever I need a fill up I should drive to New York, or Houston or Tennessee and price shop.
